Instant On - Wired

I know I have the 1930 plugged in and getting a DHCP address. I can browse to it. 
The LED never moves between amber & green. 
It is plugged into a Netgear Nighthawk and gets a 192.x.x.x address. 
I have an account on this portal, but I cannot get this device to be discovered even with the phone app.
It COULD be simpler to configure a switch. Getting access to it seems needlessly  complicated. How about a console port?
Any next step suiggestions?

1. Open the Control Panel and select "Network and Internet".
2. Select "Network and Sharing Center".
3. Select "Change advanced sharing settings" near the upper-left.
4. Expand the type of network for which you'd like to change the settings.
5. Select "Turn on network discovery.
