Hi Jan,
1) Do you have dhcp enabled on the fortigate on each VLAN?
If you are using local management on the 1830, the following might help:
2) If for example, you used port 2 on the 1830, to connect to the fortigate, You would need to have VLAN1 untagged, and all other VLANs tagged.
E.g.
On the 1830 switch, on the port that will be used with a PC or other VLAN unaware device - set only an untagged vlan ( like on port 9 in above example).

Subject: Aruba Instant On 1830 JL812A and FortiGate 60F
Hello, I am currently using Aruba Instant On 1830 JL812A and FortiGate 60F. I have set up vlans on my FGT along with assigned IP addresses. I also added identical VLAN IDs on the switch. Unfortunately when I assign a specific port an untagged vlan it does not get any address on the network, it can't access anything. I also tried with tagged vlan but it doesn't change anything. I have one port set on the switch as trunk, the one that is connected to FGT. With VLAN ID 1 everything works as it is by default, what could be missing in my configuration?
