VLANs are viewed per site.. so when you are viewing a site, you will only see the 5 vlans at that site.. if you switch to another site, you would see the vlans at that site.. best would be for you to setup a second site, and you would see what I mean..

What if i have 200 customers/sites with five Vlan each ???
It would be completely a mess !!
Perhaps InstantOn isn't made for these targets of applications ?
