Please help: VLAN untagging not working 1930-24p

I am not a network tech, if anybody could help me.

My ISP delivers internet on VID 140 and VoIP on VID 110. But I need untagged internet (no VID 140).
So I though its a simple process with the 1930.

I set up a network with VLAN 140 and assigned it only two 2 ports.
Port 1 is the incoming from the ISP with VID 110 and 140. I assigned untagged = none and the Network VLAN 140.
Port 2 is the outgoing to the router. I assigned untagged = Network VLAN 140.
Port 3 is for testing, some as Port 1.

I assumed this will just remove the Vlan tag for all traffic from ISP to the router and all untagged traffic from the router will be tagged with VID 140.

But this will not work. I do not understand, why.

If I connect the router to port 3 and activate the VID 140 for internet in the router PPPoE, it works perfect. but still anything is tagged.
If I connect the router to the untagged port 2 and deactivate any tagging for the PPPoE, the router connects successful, but I do not get any internet access when calling an url.

    Does anybody can help?
Could it be, that the 1930-24p does not tag/untag correctly ? I am using the Aruba Instant On Web Portal for configuration.
