Can't add Previously use AP to New User

I am trying to add AP15  using Android  Mobile AP.  But I say "This is not a known Instant On device". This device provision by

someone and removed from his app

How was the device removed? Was the site deleted or was the AP "removed from inventory"?

@dmchandrasinghe Could you verify if the LED are blinking amber and green on the AP you are trying to add?
