Firmware is hardware locked to the region by design and by legal requirements. The details how it is done are not published. For us users it is important to know, that we can't change region on country specific models of APs.
RW APs do not have region defined and need to be selected at installation/setup time.

You can only change the region with RW APs, It is my understanding that you can't use RW APs in US due to legal reasons.

I see with previous Aruba gear there were steps to safely change regions with a firmware change. Is that possible with the InstantON products or is it hardware based?
We have one AP in the mix that ended up being (RW) vs (US) with all the price fluctuation they are being difficult on returns.
